A lot has happened since Montopoli, then Canada Soccer’s general secretary, and Victor Montagliani, then Canada Soccer’s incoming president, hashed out the idea of bidding for the men’s World Cup at a 2011 dinner at a Vancouver restaurant with Walter Sieber, director-general of sports at the 1976 Montreal Olympics and a man plugged into the world governing body of soccer. “When we announced in May 2012 ... it wasn’t actually accepted very well by a few journalists in this city, who kind of laughed at it and scoffed at it,” said Montagliani, who still keeps one of those negative articles in his desk. FIFA plans to open a tournament office in Vancouver in the second quarter of 2025. Both Canadian offices will be walking distance to their local venues: Toronto’s BMO Field and B.C. Place Stadium. Not all the new seats will be permanent, but some of the new suites at BMO Field will be. Montopoli says his staff are working with the City of Toronto, which owns the stadium, and Maple Leaf Sports & Entertainment, which manages the facility, to decide what upgrades will permanent. “They’re still in discussion with that, because they still have to work through the economics of it” he said. Improvements include new video boards. And while some of the expanded BMO stands will be temporary, the additions will be proper seats not benches. Montagliani says every stadium among the 16 host cities is getting upgrades, even AT&T Stadium in Arlington, the US$1.2-billion-dollar home of the Dallas Cowboys. Vancouver has already announced its tournament training facilities will be at Killarney Park and Memorial South Park once upgrades are complete. While Toronto has yet to confirm its training venues, with fields at Etobicoke’s Centennial Park one option, Montopoli says they will be finalized in the first quarter of 2025. FIFA’s Miami-based tournament traffic lead is currently visiting the city, a “world-class expert” who has done World Cups, Olympic Games and the 2015 Pan-American Games in Toronto, said Montopoli. “She’s fully aware of everything, Toronto’s transport issues,” he added. Fans can expect a much different landscape around the stadiums than normal, with an expanded secure zone. “This is not the Grey Cup. This is the World Cup and it’s going to be completely different from an operational logistical standpoint, logistical standpoint, than anything we’ve ever experienced,” Montagliani said. And while holding a tournament in 16 host cities and three countries is vastly different from the 2022 tournament in Qatar, which had all eight stadiums in and around the capital of Doha, Montagliani says a lot of FIFA’s World Cup blueprint can be transferred. “A venue is a venue is a venue,” he said. A judge on Monday rejected a request to block a San Jose State women's volleyball team member from playing in a conference tournament on grounds that she is transgender. The ruling by U.S. Magistrate Judge S. Kato Crews in Denver will allow the player, who has played all season, to compete in the Mountain West Conference women's championship opening this week in Las Vegas. The ruling comes in a lawsuit filed by nine current players against the Mountain West Conference challenging the league's policies for allowing transgender players to participate. The players argued that letting her compete was a safety risk and unfair. While some media have reported those and other details, neither San Jose State nor the forfeiting teams have confirmed the school has a trans woman volleyball player. The Associated Press is withholding the player's name because she has not commented publicly on her gender identity. School officials also have declined an interview request with the player. People are also reading... Crews' ruling referred to the athlete as an "alleged transgender" player and noted that no defendant disputed that the San Jose State roster includes a transgender woman player. San Jose State will "continue to support its student-athletes and reject discrimination in all forms," the university said in a statement, confirming that all its student-athletes are eligible to participate under NCAA and conference rules. "We are gratified that the Court rejected an eleventh-hour attempt to change those rules. Our team looks forward to competing in the Mountain West volleyball tournament this week." The games have been forfeited, the tournament has been seeded, the teams have made travel plans and the participants have confirmed they're playing. They are typically traded on private social media groups between fake review brokers and businesses willing to pay. Sometimes, such reviews are initiated by businesses that offer customers incentives such as gift cards for positive feedback. But AI-infused text generation tools, popularized by OpenAI’s ChatGPT , enable fraudsters to produce reviews faster and in greater volume, according to tech industry experts. The deceptive practice, which is illegal in the U.S. , is carried out year-round but becomes a bigger problem for consumers during the holiday shopping season , when many people rely on reviews to help them purchase gifts. Fake reviews are found across a wide range of industries, from e-commerce, lodging and restaurants, to services such as home repairs, medical care and piano lessons. The Transparency Company, a tech company and watchdog group that uses software to detect fake reviews, said it started to see AI-generated reviews show up in large numbers in mid-2023 and they have multiplied ever since. For a report released this month, The Transparency Company analyzed 73 million reviews in three sectors: home, legal and medical services. Nearly 14% of the reviews were likely fake, and the company expressed a “high degree of confidence” that 2.3 million reviews were partly or entirely AI-generated. “It’s just a really, really good tool for these review scammers,” said Maury Blackman, an investor and advisor to tech startups, who reviewed The Transparency Company’s work and is set to lead the organization starting Jan. 1. In August, software company DoubleVerify said it was observing a “significant increase” in mobile phone and smart TV apps with reviews crafted by generative AI. The reviews often were used to deceive customers into installing apps that could hijack devices or run ads constantly, the company said. The following month, the Federal Trade Commission sued the company behind an AI writing tool and content generator called Rytr, accusing it of offering a service that could pollute the marketplace with fraudulent reviews. The FTC, which this year banned the sale or purchase of fake reviews, said some of Rytr’s subscribers used the tool to produce hundreds and perhaps thousands of reviews for garage door repair companies, sellers of “replica” designer handbags and other businesses. Max Spero, CEO of AI detection company Pangram Labs, said the software his company uses has detected with almost certainty that some AI-generated appraisals posted on Amazon bubbled up to the top of review search results because they were so detailed and appeared to be well thought-out. But determining what is fake or not can be challenging. External parties can fall short because they don’t have “access to data signals that indicate patterns of abuse,” Amazon has said. Pangram Labs has done detection for some prominent online sites, which Spero declined to name due to non-disclosure agreements. He said he evaluated Amazon and Yelp independently. Many of the AI-generated comments on Yelp appeared to be posted by individuals who were trying to publish enough reviews to earn an “Elite” badge, which is intended to let users know they should trust the content, Spero said. The badge provides access to exclusive events with local business owners. Fraudsters also want it so their Yelp profiles can look more realistic, said Kay Dean, a former federal criminal investigator who runs a watchdog group called Fake Review Watch. To be sure, just because a review is AI-generated doesn’t necessarily mean its fake. Some consumers might experiment with AI tools to generate content that reflects their genuine sentiments. Some non-native English speakers say they turn to AI to make sure they use accurate language in the reviews they write. “It can help with reviews (and) make it more informative if it comes out of good intentions,” said Michigan State University marketing professor Sherry He, who has researched fake reviews. She says tech platforms should focus on the behavioral patters of bad actors, which prominent platforms already do, instead of discouraging legitimate users from turning to AI tools. Prominent companies are developing policies for how AI-generated content fits into their systems for removing phony or abusive reviews. Some already employ algorithms and investigative teams to detect and take down fake reviews but are giving users some flexibility to use AI. Spokespeople for Amazon and Trustpilot, for example, said they would allow customers to post AI-assisted reviews as long as they reflect their genuine experience. Yelp has taken a more cautious approach, saying its guidelines require reviewers to write their own copy. “With the recent rise in consumer adoption of AI tools, Yelp has significantly invested in methods to better detect and mitigate such content on our platform,” the company said in a statement. The Coalition for Trusted Reviews, which Amazon, Trustpilot, employment review site Glassdoor, and travel sites Tripadvisor, Expedia and Booking.com launched last year, said that even though deceivers may put AI to illicit use, the technology also presents “an opportunity to push back against those who seek to use reviews to mislead others.” “By sharing best practice and raising standards, including developing advanced AI detection systems, we can protect consumers and maintain the integrity of online reviews,” the group said. The FTC’s rule banning fake reviews, which took effect in October, allows the agency to fine businesses and individuals who engage in the practice. Tech companies hosting such reviews are shielded from the penalty because they are not legally liable under U.S. law for the content that outsiders post on their platforms. Tech companies, including Amazon, Yelp and Google, have sued fake review brokers they accuse of peddling counterfeit reviews on their sites. The companies say their technology has blocked or removed a huge swath of suspect reviews and suspicious accounts. However, some experts say they could be doing more. “Their efforts thus far are not nearly enough,” said Dean of Fake Review Watch. “If these tech companies are so committed to eliminating review fraud on their platforms, why is it that I, one individual who works with no automation, can find hundreds or even thousands of fake reviews on any given day?” Consumers can try to spot fake reviews by watching out for a few possible warning signs , according to researchers. Overly enthusiastic or negative reviews are red flags. Jargon that repeats a product’s full name or model number is another potential giveaway. Russian energy giant Gazprom said Saturday it would suspend gas exports to Moldova from 0500 GMT on Jan. 1 due to unpaid debt by Moldova, which is bracing for severe power cuts. It said the company reserved the right to take any action, including terminating the supply contract with Moldova. Russia supplies Moldova with about 2 billion cubic meters of gas per year, which is piped via Ukraine to the breakaway region of Transdniestria, where it is used to generate cheap power that is sold to government-controlled parts of Moldova. Moldovan Prime Minister Dorin Recean condemned the Russian decision, which is a precursor to a total shutdown of Russian gas exports via Ukraine and to Europe, where it flows farther to Slovakia, Austria, Hungary and Italy, once a current transit deal with Ukraine expires on Dec. 31. Moldova will be hit the hardest by the shutdown. "This decision confirms once again the intention of the Kremlin to leave the inhabitants of the Transdniestrian region without light and heat in the middle of the winter," Recean wrote on Facebook, accusing Russia of using energy as a political weapon. Moscow has repeatedly dismissed those allegations. Difference over debt Russia, which is critical of Moldova's West-leaning central government, has said Moldova should pay a debt on past supplies. According to Russian calculations, the debt stands at $709 million. Moldova has put the debt at $8.6 million. Gazprom has said previously it wants Moldova to pay the debt before it starts to pump gas to the country via alternate routes. Transdniestria and the government in Chisinau agreed in 2022 that all Russian gas received by Moldova would flow to the breakaway region, which traditionally does not pay for fuel. Without gas supplies, the power-generating plant could stop working and Moldova and Transdniestria would face hourslong blackouts like those experienced by Ukraine due to Russia's attacks on its energy infrastructure in their war. Recean said Moldova had diversified sources of gas supply "in order to reduce dependence on a single supplier." "Our country is prepared to handle any situation that arises following the Kremlin's decision," he said. Moldova's population of 2.5 million has been preparing for long power cuts since Ukraine's government said it will not extend its transit contract with Gazprom. Moldova and Transdniestria have declared states of emergency over the threat of disrupted gas supplies, and Moldova said Friday it will curb power exports and introduce measures to reduce consumption by at least a third beginning Jan. 1. HARRISBURG, PA — The Pennsylvania Department of Agriculture has introduced a mandatory bulk testing requirement for milk to combat the potential spread of Highly Pathogenic Avian Influenza (HPAI). While the virus has not been identified in Pennsylvania dairy cattle to date, state officials are prioritizing preventive measures as cases continue to rise in other parts of the nation. Providing testing services at no cost to farmers, the state aims to maintain the health of its agricultural industry and protect its workforce from the economic and operational challenges posed by HPAI. Milk samples will now be routinely collected from bulk milk tankers and tested to detect early signs of the virus. “Taking this proactive step will ensure that we can protect our cattle, poultry, and farmworkers,” Agriculture Secretary Russell Redding said. “We are taking this step after careful consideration, in consultation with dairy and poultry farmers, and after voluntary testing was not adequate to get samples necessary for detection and prevention. Pennsylvania’s large number of farms with both dairy cattle and poultry present unique risks that demand extra vigilance.” The precautionary measure requires milk samples to be taken from bulk milk tankers that transport milk from Pennsylvania farms to processing facilities. Processors located in Pennsylvania will collect samples at their plants, while tankers delivering out of state will have samples collected by shippers, whether they are individual farmers or cooperatives. All samples must be submitted to an approved laboratory within 48 hours for testing. The initiative is designed to identify the presence of HPAI in its early stages. Should the virus be detected, additional investigations will be launched to trace the source. Affected farms will be subject to special quarantine measures to contain and eradicate the virus. State Veterinarian Dr. Alex Hamberg emphasized the importance of these efforts. “Increased, proactive testing is the only way to confirm that we don’t have the virus in Pennsylvania dairy cows or catch it early and stamp it out if we do, so farms can quickly get back to normal,” Hamberg stated. “We’ve seen in other states that the virus shows up in milk before cows show clinical signs of illness. The virus has spread in other states by moving dairy cows from one farm to another, then it has spread among cows. It can be carried on contaminated equipment, trucks, and farmworkers’ footwear and clothing moving between farms and buildings. Rigorous biosecurity, including disinfecting boots, equipment, and vehicles, and using footbaths at barn entryways is critical.” The decision to require precautionary testing is not without precedent; states like California, Colorado, Michigan, and Oklahoma have implemented similar programs in response to HPAI. For Pennsylvania, a state with a robust agricultural economy valued at $132.5 billion annually and home to over 593,000 jobs, taking steps to mitigate risks is vital. “Without this knowledge, we cannot take appropriate action to prevent the spread to neighboring farms,” said Chuck Turner, President of Turner Dairy Farms in Allegheny County. “We feel we have a responsibility to our family dairy partners, employees, and consumers to do the right thing to ensure safety and mitigate negative impacts to the industry. I appreciate the leadership of the PA Department of Ag to prevent the spread of avian flu, and believe they are making the right decision to require bulk milk testing.” Turner Dairy, which processes milk from family farms across Pennsylvania, has been voluntarily testing its milk for HPAI for 20 weeks. Their measures reflect industry-wide efforts to safeguard cattle and prevent adverse impacts on the state’s large dairy and poultry sectors. Pennsylvania has made strides in combating HPAI, including becoming the first state in 2024 to issue a quarantine order for testing dairy cattle entering its borders. This move was subsequently adopted by the USDA and other states. Beyond regulatory measures, Pennsylvania’s government has made significant investments in agricultural infrastructure and biosecurity. The state’s efforts include the establishment of a specialized fund to help poultry farmers recover from avian influenza outbreaks, expand laboratory services for faster disease detection in western Pennsylvania, and research new technology to prevent future outbreaks. Collaborative efforts with organizations such as the Centers for Dairy Excellence and Penn State Extension ensure that farmers remain informed and supported. “This approach is about protecting the two largest components of Pennsylvania’s agriculture—dairy and poultry,” Redding said. “By taking preventative steps now, we’re ensuring sustainability and resilience in the face of any future outbreaks.” The implementation of this testing requirement exemplifies Pennsylvania’s efforts to safeguard its agricultural industry while maintaining the health of its livestock and the confidence of consumers in dairy product safety.
